Shield back from cerakote

It looks great but I couldn't do it to my Shield 9mm unless the finish got marred. I really love the finish it comes with. Can someone tell me if cerakote is considered paint? Who can apply it?
 
Anyone could apply it but it's baked on (I believe) and the parts should be spotless and roughed up for good adhesion so not everyone should apply it. Also, Google is your friend. This is from the Dynamic Finishes website:
