Has been to promise the Russians at every opportunity that we would NOT, evidently under any circumstances, intervene militarily in the war in Ukraine.
It's like telling the other players at the poker table what's in your hand.
Every question about possible military involvement should have been answered with "no comment" IMHO. Then Putin would have had to ponder what he might be facing every single day, even before the invasion began.
Now, since the Russians have declared arms shipments to Ukraine legitimate wartime targets, we are essentially at war.
Again, IMHO, that being the case, we should let him know through back channel means that any attack on such shipments WILL trigger a military response on our part. Let him ponder on that!
Biden doesn't have to give a big speech about it. Just let Putin know that if he wants a war with us he can have it if he crosses that red line.

To my personal knowledge, there have been (suspected, never proven) Iranian 107mm and 240mm Russian-built missiles lauched against US Consulates in Erbil and Basra, and the Embassy in Baghdad since at least 2016 and the end of the open ISIS conflict. The good news is whomever launches them needs specific artillery training, as they seldom hit anything - that's how we know the retaliatory attack at Al-Asad was Iranian; it was precise fire. The gutsy Embassy DCM, Joey Hood, said that missile fire in Iraq was just a form of political free speech.
Iraqis get squeezed from every side and also internally.

Actually, we haven't promised the Russians, we had to make things clear to the Ukrainians.
If I were President Zelensky, I'd be doing what he is doing, try my best to get NATO into a shooting war with Russia, by whichever means. The continued calls for the no-fly zone are just that.
But beyond all the sympathy and support, and the brave individuals going to Ukraine to volunteer, it is clear that no Western leader, all of whom unlike Putin are elected, has a mandate to take their people to actual war, not Biden, not the Polish president, the German chancellor or the British PM; without a clear and intentional attack covered by Article 5, it won't happen.
The arms shipments don't change that one bit; once they're on Ukrainian territory or in Ukrainian airspace, of course they're legitimate military targets.
If the Russians try to hit them before then, things could get interesting.
