had my brother take my 15-22 to get my barrel threaded at 1/2 x 28,when he took it in to local gunsmith(very depenable)owner ask him..has it been chambered,what does he mean by that,since my brother didnt know,he brouhgt it back home

Since you took your barrel off your 15-22 it is of course chambered. I hope this isn't too simple of an answer, but the chamber is cut in the breech end of the barrel for whatever cartridge the firearm uses...in your case the 22 long rifle. I am a bit puzzled why a gunsmith could not tell that a barrel has been chambered, unless I misunderstand your question, and why he would care since I assume that you were having the muzzle end threaded? If this explanation isn't clear please post again, and we'll help you out.
 
Was the gunsmith told the barrel came off a commercial firearm? Is there a chance he maybe thought this was a custom barrel yet to be applied to a rifle??? That's the only reason I could think of that would make his ask that question, and even then I don't understand why it would matter in respects to threading the barrel. Maybe if the barrel was to be chambered in a large caliber he wouldn't want the threads to take away the integrity of it, I don't know, I'm puzzled.
