I've driven in 49 of the 50 states and in a number of foreign countries. No place has worse compliance with turn signal use than Florida. We get the worst drivers from the eastern USA who use their turn signal the entire way in the left lane of the highway driving from Miami to Maine.
 
I can vouch for Floridians NOT using turn signals. They think they're the only ones on the road who matter. I despise waiting to turn right as you come along from my left, and then slow down and turn down my street without signalling. I would have turned long ago if I'd known you were turning.
 
I have driven all over the country and I think MI drivers are the worst for not using that mysterious lever on the steering column plus they do not look at surrounding drivers when merging into traffic.
 
You ought to be in Scottsdale during the Winter months. When the Buick or Cadillac in front of you has no apparent driver because their head is below the seat rest and they're weaving their way down the road you give them a wide berth!

around here we see lots of folks who dont believe in STOP signs, SPEED limits...but they WILL stop in the middle of an intersection to response to cell phone messages or cut across three lanes of traffic to get to the turn lane 75 feet away.....

the return of public flogging and the chain gang are desperately needed.....

316.155 is the Florida Turn Signal Statute. Notice the last sentence in the first paragraph.

You only gotta do all the things this statute requires if you would affect another vehicle.

Used to be, back in the olden days, one got a ticket for not using the turn signal. But in 1994, the Florida Supreme Court decided, in a criminal drug case, that the stop of the vehicle by the officer for not signaling a turn was wrong as it did not affect any other vehicle and the evidence against the defendant, found after the turn signal stop,
was suppressed.

That's the odd thing about living in small town West Virginia.
People do signal but they seem to have no idea what "right of way" means. But in a good way
When you meet another car at a 4 way intersection, first they signal then they smile and wave the other guy through whether or not they have the right of way.
It's when we travel that people start acting like jerks.

We were traveling in Alexandria Virginia to visit with my wife's parents and I was complaining about people changing lanes without signaling. My wife reminded me that in Virginia, if you signal a lane change, that just tells the jerk in the other lane to speed up and cut you off.
"Yeah, well I'm driving a full size Dodge Ram and I signal."
And yes, I've had these jerks blowing their horns at me when I moved over anyway.

Its funny you mention driving a Dodge Ram. I used to own a slightly lifted 99 Ram 1500 4x4. I would get cut off by Neons and Focus and all manner of small cars! As someone who owns and drives all manner of cars, including small ones, I know big trucks are visible in the mirror. And yet I would have to slam on the breaks and come within centimeters of stopping on top of them meanwhile they're sitting there clueless picking their noses in traffic

In Houston many don't use turn signals because those behind them figure you must see something up ahead so they jump into the lane cutting you off.

I think it is being just plain lazy but that can't be it because let their cell phone make a noise and they are grabbing it punching buttons right then.

People get behind a wheel in a car and all bets are off as to what they will do. My friend said when people get behind the wheel it is like the green flag has dropped. The race is on.
