Used 686 Plus Deluxe

Trying to determine whether a used 686 Plus Deluxe 3" is on the roster. The seller doesn't have the model number but he gave me the serial number. All indications are it's a model 150853 but "I think it is" doesn't cut it with the Cali DOJ. Does anyone know if it's possible to verify with just the serial number?

How hard could it be to give you the model number? Can't he open the gate and read it?

If it's this one, the 686 Plus Deluxe, with 3" barrel, SKU 150713, then yes, it is on the roster:


The revolver you mentioned, the 150853, is not called the "Deluxe", and it has a smooth cylinder, with no fluting. If the one he is selling has fluting and is called a Deluxe, it is the 150713 I mentioned.

My mistake. It's a 686 Plus 3-5-7 3" with smooth cylinder. There is a 686 Plus that isn't on the roster (164300) but I just noticed that one isn't a 3-5-7 and it has a fluted cylinder. I think I'm okay. Thatnks for the help

In California, handguns have to be on an approved list in order to legally be purchased. It's called the "roster", and it is a list of specific models that the manufacturers have paid to have drop safety tested, and passed the test. Testing is expensive, so it often takes a year or more after a specific model is released before it ends up on the list, and many never do.

There is one exception to the law, which is that anyone who can legally purchase off-roster guns (like peace officers) can then sell their off-roster guns to anyone they wish. Because of this, there is a premium price for popular models that everyone wants to buy that have not made it onto the roster, since the only way you can get one is to buy it from a cop who decides to sell theirs. This, unfortunately, has led to cops buying off-roster guns with the intent to sell them, which is, of course, illegal, and charging a high amount for them. Last I heard at least two cops (one was a lieutenant) have been charged as being an "unlicensed dealer".
 
You have an interesting situation with that 3" 686 Plus. Without more information (s/n, fluted or unfluted cylinder) or photos it's difficult to determine which model you're looking at. Even then it can be confusing. Last year I picked up a gently used 3" 686-6 Plus with unfluted cylinder and "3-5-7" wood stocks that dates to 2015 (s/n CZH8838). However, it didn't come with the box so I'm not sure of the Product Code. With the unfluted cylinder and full lug it's not a TALO distribution special (150713, 2010), but it could be a 150853 (3", TALO 2011). The "SCSW 5th Ed." has two different dates for the TALOs...Pg. 380 states 150853 is Talo Dist. 2011, but Pg. 382 states 150853 Talo Dist. 2017 to date. And it's definitely not a Performance Center or Lew Horton model. It could be that I have a 164300 (3", 2007 to date). Hopefully someone will have a definitive answer for you (and me!).
