What is this? Never saw One Before

I came across this and am stumped on what it is or how it's to be used. Vintage. Looks like it would fit a J-frame maybe. Only have these 2 pictures and no additional info. Maybe a giant sweat guard on it? What would it fit? How would you carry this? (maybe an early version of a sticky holster?) Who made these? Hard to find? Collectable? Any value to these? Hopefully those more schooled than I will chime in.

That is a paddle style holster. What you call the giant sweat guard
is the paddle. It goes over your belt and/or inside your pants. It
appears to be made for cross-draw. It is the type pouch that has a
spring for retention. Looks to me like it is a Bucheimer Sheriff's model.
The paddle could have been an option, but more likely it was an after
market add on.

Here is a picture of my Sheriff model Bucheimer.
On the back the numbers are 32 11 and it is a
perfect fit for a J Frame. Shown with a Charter
Undercover. I can't make out the numbers on the back of
your holster, but you probably can.

crazyphil, I knew someone who was much wiser than I would figure it out. Looks like your right on on this one. I do have a question or more of a statement maybe;
With the addition of a paddle you're unable to use a belt due to the 3 screw placements. So I guess you would just tuck the paddle into your pants and have the holster hang over your pants/belt? Doesn't seem like a good design to keep the holster from swinging around a bit.
Maybe by adding the paddle they re-purposed the holster to be used while not wearing a belt? Funny how answers only bring more questions.
 
I agree with Phil, and I think the paddle portion is a home-made addition. Are those screws or rivets? If they're removable, I'd wager that you'll see the maker's info.
 
The paddle should fold down at the level of the center rivet. Then when
you put it on, the rivets would be on the front side of your belt and/or
waistband and the paddle would be at the back.

As GerSan69 said if you can remove the rivets without tearing up the
holster, I think that is what I would do. Then you will have the Maker
information and actually it would be more usable as a cross-draw
holster. It appears to be someone's idea that didn't pan out.
