Came across some .25acp ammo which appears to have a blue plastic bullet nose.

They may be glasser safety slugs.

Does the headstamp say anything? Any chance you could post photos?
As far as I know, Nyclad was only made in .38 Special (125gr and 158gr +P) and 9mm (124gr). Plus, Nyclad bullets were coated in blue plastic, not just the tip.
I think Rpg is right about the possibility of them being Glaser Safety Slugs, given the description. I believe they had blue and silver versions, one of them being designed for deeper penetration, IIRC (I can't remember which was which).
