I am putting this together to help me keep track of pending and passed gun legislation in New Jersey. I will try to add links. Nothing in this thread should be considered legal advice.

I would very much appreciate replies that add new information or updates and I will add it to this Original Post

NO COMMENTARY PLEASE

Ban on Bumpstocks & Trigger Cranks P.L.2017, c.323 -- Signed into law

A655
Legislation to ban magazines over 5 rounds -- ( I expect this to fail in favor of a 10 round ban A2761)
Link to text of A655
Link to status of A655

S548
Legislation to ban semi-auto rifles with detachable magazine and one military style feature
[Will also ban certain semi-auto pistols and semi-auto shotguns]
[No grandfathering]
Link to text of S548
Link to status of S548

A2757
All firearm transfers must be through a licensed dealer (I expect this to pass and become law but allowing C&R might get cut out)
(But it appears to allow, for the first time, transfers under a curio and relics license!)

Link to status of A2757

A2758
Will make it even harder to get a concealed carry permit (I expect this to pass and become law)
Text of A2758
Status of A2758

A2759
Legislation to ban armor piercing handgun ammunition (I expect this to pass and become law)
Text of A2759
Status of A2759

A2760
Bans weapons 50 caliber or greater, but exempts shotguns (I expect this to pass and become law)
Text of A2760
Status of A2760

A2761 Legislation to ban Magazines over 10 rounds (I expect this to pass and become law)
Bans magazines over 10 rounds with no grandfathering

Link to text of A2761
Status of A2761

I understand there is a hearing in Trenton on Wednesday 2/28.
Will try to update tonight

Link to NRA alert on this

I think the ones considered 2/28/18 Passed committee
I have no doubt they will become law soon

S548
S548 does more than merely legislate to ban semi-auto rifles with a detachable magazine. It Read revises the definition of an "assault weapon" to include: rifles with detachable magazines and one military style feature; semi-automatic shotguns with one military style feature; and semi-automatic pistols with one military style feature.

What is a military style feature? How does that apply to a Colt 1911 and 1911A1?

Under the A655, Colt 1911's with standard 7 round magazines would be prohibited to own (as I read it). As I read this act, *ALL* semi-auto handguns would become prohibited to own, since all semi-auto handguns have magazines larger than 5 rounds.

Under LEOSA, I'd only be able to carry my LCR 357 or S&W 10-10 when I visit my in-laws.

Be careful when relying on LEOSA in NJ. Former LEOs have relied on provisions of LEOSA and been both arrested and prosecuted in NJ. In NJ, LEOSA is recognized ONLY if when the retired LEO was an active LEO, he/she had arrest authority. Retired corrections officers that have relied on LEOSA have run afoul of NJ law solely because they didn't have arrest authority.

... at least some 5 round 1911 magazines are advertised. WILSON COMBAT 1911 45ACP HEAVY DUTY +P MAGAZINES | Brownells

The 5 round 1911 magazine listed by Brownell's is the out of stock 5 round magazine for the old Colt 38 Special National Match. There are no 5 round 45, 9mm, or 38 Super magazines on the market for full size, commander, or officer models.

A magazine with greater than 5 round capacity, if in your possession, would be deemed an accessory crime, and would mandate a minimum term of 1.5 years served for each charge (if sentenced consecutively) before parole or probation is entertained. PTI is not "on the books" as an option when it comes to firearms charges.

From what I have read, Murphy is pushing the Massachusetts model. I can't cite any current bills as yet, but he is pushing two items to deter ownership:
a) ... a separate firearms tax,
b) ... mandated safety training for purchase permit applicants.

From what I've read, Massachusetts has a several hundred dollar training program in place for applicants, with no guarantee of approval once the safety course is completed.

This information is inaccurate. The required training is about $100.00 or less. Shooting is optional.

There are a couple of cities that require a range qualification. The legality of that is questionable, but it hasn't been litigated yet.

Most cities and towns issue licenses, certainly far more than in New Jersey.

There is no separate tax for firearms or ammunition.

What Murphy is pushing seems more like the CA model.

No problem. MA is home to some of the most confusing firearms laws out there. Plus, when it comes to licensing, chiefs have a lot of discretion.

Most of what I know about NJ comes from a long time friend who has a rare concealed carry permit. And of course from reading horror stories in the news.

GaryS,

Thank you for correcting me, I don't want to spread misinformation!

Does anyone know how NJ law treats the carrying/possession of hollow point handgun ammunition? Does LEOSA cover me when I visit my friend there or should I swap out my HP for FMJ in my J frame?

Yes you can carry hollow point ammunition in New Jersey if you are qualified for LEOSA. LEOSA was revised in 2010 to address state restrictions on ammo.
