Over my 44 years of being a Landlord, we had hundreds of evictions! We never had one go this bad! I don't know the circumstances BUT, we could give a person a break if they made any effort at all to get the rent paid! In Columbus, if you went through all the steps, You are Out a minimum of two months rent, Plus Lawyer fees, Plus Court costs, PLUS fee for the bailiff, PLUS the actual costs of labor to set them out, Plus the Locksmith the get entry and change the locks! After they are out, then there are damages, and utilities! If the damages are minimal, you are looking at 5 or 6 months' worth of rent! We always gave them the chance to just go away!
No eviction is ever good for business! But sometimes there are people that are such a problem or menace to neighbors/property (a crack house is a good example) that it doesn't matter if they do pay the rent, you have to get rid of them!
I worked for a company around 2010 that did "Mentally ill housing" We had on guy that went berserk and totally destroyed an apartment in 6 or 7 days, to the tune of 10 to 12 thousand dollars damage! He had been institutionalized, because of his violent nature but the state wanted to save money ($35,000 a month to keep him in the nut house!) and set him free!! (and forced us by contract to take him!) My employers never got compensated!
Back to the shooter in Pittpa. Obviously there had to be some mental issue, as nobody would call this normal behavior! For this one person, the entire legal and mental health systems collapsed! And the landlord gets caught holding the bag! Thank God no one else was hurt!

BTW from our expierance, Evictions are not a "Class" issue! We had the same percentage of evictions on "Executive Housing" (Nice homes upper class neighborhoods) as Middle class apartments, twins and houses, and actually a lower percentage in low income! (2 reasons, 1) they get lots of assistance 2) where are they going to go if they stiff the slumlords!)
