In that case they should also do away with prohibiting them from buying alcohol. 18-20 year olds are either adults or minors. Not 1 part of one group one time and another the next. If they can vote, be drafted to fight and die for the country (the ultimate mandate) and be tried and sentenced to prison, they are adults. Neither the 18tth or 21 amendments mention age.

As someone who bounced when the drinking age was 18, I have observed 18 year olds who behaved in bars as well as 40 year olds who didn't.
 
Imo best way to get one common age to be considered a consenting adult to buy alcohol, firearms and serve in the military is to tie it to the age you can vote.
Voting age used to be 21. The 26th amendment to the U.S. constitution changed the legal voting age from age 21 to 18, that was in 1971. The reason was that 18-20 year olds were being drafted into the military, yet had no right to vote for or against the elected who shaped policy and had the power to wage war. I do find it fascinating that those under the age of 21 can join the military and be entrusted with some of the world's most fearsome weapons, yet are not allowed to drink or own handguns.
