Calif: Up to 1 Million Legally Sold Semi-Automatic Rifles May Soon Become Illegal

Senate Bill 249, as amended, would make a small but profound change to the definition in state law of what constitutes a detachable magazine for a semi-automatic firearm. By doing so, as many as one million semi-automatic rifles (with a “bullet button” or other magazine locking device), which were legally sold in California over the last twelve years, would become illegal on July 1, 2013. If you're one of the hundreds-of-thousands of Californians who purchased one of these modern sporting rifles (a centerfire semi-automatic rifle with a magazine locking device that prevents detachment of the magazine without a bullet or tool) since 2000, your firearm will have to be surrendered or may be confiscated.

If SB 249 is enacted into law, not only would you lose your modern sporting rifle, there would be no compensation for your loss, no provision for its registration, no public awareness program that your firearm is now outlawed and no details on what would be required to make it legal again.

Thousands of law-abiding gun owners could then be arrested for inadvertent violations. If you own a newly-banned firearm, your only choices would be to destroy it, surrender it to a law enforcement agency, sell it out-of-state or have it confiscated at the time of your arrest!

I didn't google the bill but this doesn't surprise. The "bullet button" thing has been getting a lot of attention lately. It is obvious that the good people of California have long ago become outnumbered by the loons who think weapons somehow cause crime, and that the answer to the imaginary problem is to be as ridiculous and Draconian with those who are willing to abide by the laws, rather than taking stern action against offenders. Meanwhile, the California "entertainment" industry continues to set new heights for glamorizing the gratuitous, tasteless display of outrageous violence in order to rake in as much money as they possibly can.

Another article says it is dead. Was pulled from assembly yesterday!

SB 249 Pulled from Committee in California

Congrats to you Californians who were able to stop this one!

Yep, it's gone for the time being. It was poorly worded for one thing. The funny thing about this was SB249 actually started out as an agriculture bill until some lawmaker from SF added a few words.

You are correct, poorly written .... and only bought us time .....

I received this from my local legislative representative today:

*********
Thank you for taking the time to email Assemblymember Olsen. She is a strong supporter of gun owner rights and fought hard in her opposition to SB 249. Just this morning SB 249 died in the Assembly Appropriations Committee. The author of the bill, Senator Leland Yee (San Francisco) has indicated he will bring it up again next year.

Paul Zeek, Chief of Staff for Assemblymember Kristin Olsen, 209-576-6425.

People outside of California might think what happens here (and in other anti-gun states) is not of their concern because it doesn't effect them.
Some people even sound antagonistic and seem to take pleasure in the gun owners plight in anti-gun states, and feel safe because "it will never happen in their state".
Well I can assure you that you 'do' have legislators that meet and learn from the laws and tactics that are successfully used by liberals in anti-gun states.
Some of these tactics that don't appear to be anti-gun, but are in fact wolves in sheep's clothing and do result in more restrictions placed on gun owners, or make gun ownership more difficult/impposible to achieve ...... without 'ever' passing a law that appears to be anti-gun.
The anti-gunners are still coming at us face on, but they have also discovered other ways to effect their goals by looking like they are out to help us.
Take for example the safety roster system we have here in California.
For a full description see post #11 here http://smith-wessonforum.com/2nd-am...y-worried-our-guns-could-one-day-illegal.html

As many of us here in the "granola state" do our best to try and get the liberals out, I would hope it's recognized that we all need to be involved in what happens in our COUNTRY, we are all Americans and in this fight we aren't Californians, Texans, New Englanders ....... etc., and we can't be divided on this, because if we allow that ...... then we 'will' get picked off one state at a time.

The NRA and other organizations can make involvement much easier, and to a point that it only requires a person to send a few sentence email to your local, state and federal representatives requesting them to oppose bill XXX, by providing you with links to use to do that.
It doesn't have to be long .... just say "Please oppose bill XXXX as it will erode our second amendment rights, and makes us more susceptible to violent crime."

I'm hoping you guys will also cross the lines that the anti-gunners want us to see as "none of our business" and look for ways to impede their progress in other states.
An easy way to do that is to join a pro-gun organization.
So please ....... do join some pro-gun organization that you feel comfortable with, and be sure to use their ways to let your voice be heard.

Just a quick footnote here, because it is my misfortune to know more about the California legislative process than I ever cared to learn. There is a strict legislative calendar that requires bills to be introduced, heard in committee, and forwarded for action on a fairly compressed schedule. There is no room for out-of-the-blue last minute introductions.

There is, however, a gut-and-amend process -- that's how it is referred to -- that takes an existing Senate or Assembly Bill with an established SB or AB number and rewrites it late in the session as long as there is still time to review the bill before a floor vote. That's what happened here, and it happens every year. Trash bills are not supposed to be introduced on the regular calendar just so they can be gutted and amended late in the process, but somehow there is always some bill at crunch time that seems not as necessary as it did when it was introduced. Those become fertile ground for impromptu surgery and mischief.

This kind of thing is why lobbyists and consultants have jobs.

And yes, this was a really inept attempt to slip in some really bad legislation.

Yes ....... that can be seen here:
Bill List

If you follow the hyper links you can see some feeble last minute attempts by Yee et al. to try and make this palatable.

I'm gad it got us some time .......... and an early warning.
We might end up with future "Pre-Yee" ARs in Ca. (at best) if we get distacted and slack off.
