I think we have something similar here in NV. I can get in and out with my purchase in just a few minutes while other buyers wait days or weeks.
The FBI and ATF are forbidden from mining that 4473 data but they have been doing it since the "You-Know-Who" Administration.
Regardless, they can find you based on any number of data points, which includes visiting websites like this one. If you think they can't sort through all this minute and scattered data you are very much mistaken. We learned this from Snowden. They are capable of intercepting, sorting, and storing all of this data in real time.

NC allows private handgun sales with no paperwork, between licensed individuals, for now.
Store bought handguns require a 4473, our CHP is our BGC.
No wait, instant gratification.

Washington was that way a long time ago. Pulling out your CWP really sped things along. I don't mind an instant check, but our new scheme with a waiting period is really anoying.

How can anyone say if that is my electronic 'signature' or a toddlers scribble ? That aside, the 4473's are a data base pure an simple, regardless of how they are completed and stored.
 
The 4473 database stays at the local FFL. Now in PA we had to fill out a PA State Police form in addition to the 4473. That went to the state, so registration, yeah probably. In PA private transfers of handguns must go thru and FFL, but there is no waiting period if you pass the NICS (NAtl Instant Check System).

In Florida, we have a three day wait on handgun purchases, unless you have a concealed carry permit, and Face to face is legal without an FFL . Go figure.
 
Paper or tablet - their intent is to register and track every gun they can. When the time is right (in their minds and on their time table) they will be a knocking.

The writing has been on the wall for 60 years, but many can't read!
