The stepped rounds clear each other that way by the different chambering depth. Closest to the operator is chambered the deepest,,, the farthest away the least amount, so the assembly can clear all rounds as it slides off.
Maybe the torsion spring on the back holds the shellholder assembly(s) in place. The shell holders look to be in pairs of 3. Perhaps you can remove them for replacement or caliber change.
And then I could be all wrong and just have invented another speed loader
