That's Ohio every time it snows OR rains. Ohioans are notoriously poor drivers even when the humidity gets high. They also have NO retained memory from driving on any type of moisture from one day to the next.
In my previous life, when it started to spit rain or when the first snow flakes started to fall, you headed for certain spots in the county, knowing you were going to be dispatched there sooner rather than later.

I grew up in Montana and started driving pickups and trucks loaded with hay when I was about 12. They don't feed hay when there is no snow or ice on the ground. We used to play around on frozen lakes and empty parking lots as kids. Trying to chase down jack rabbits on a snow packed country road with berms of piled snow on both sides to the point your running in a slot. WEEEEEE. Most winters the roads are snow packed or icy 1/2 the time.

I spent some time in Washington along Puget Sound and when it snows over there it immediately turns into a demolition derby.
