I do a lot of complaining here in the Golden State. In all fairness California Doj was mailed my COE Application on Feb 5th, my COE was signed on the 19th and was mailed out same day and now in my hot little hands.. Wow for government efficiently!! Maybe Cali is not such a gun hating State after all?

What is a COE??
If it is a permit to do anything other than concealed carry it is completely unnecessary in most of the other states. Here the only thing you need any kind of permit for is to carry concealed upon your person in a city, town or village. A pistol in your glove compartment doesn't need a permit. The back seat of your truck stacked with loaded rifles and revolvers requires no permit. Having 500 guns laying around your house requires money, but, no permit. Sorry, but CA isn't cutting it.

Hey just happy to get my guns out of the "one every 30 days" waiting conga line!! Love to move to Texas get a pickup and and strap on a couple of SAA.. This being say this is home gentleman and we live with what we have.. Yes it sucks but I do what has to be done... This is the only way to gets it done here... Sad but true... We can't educate or change things by running. My point was at least they got me my COE really quick and I do appreciate this... With some like my CR is only a few weeks out from here... Wenzo -yes there is a default gun registration process in Cali for Handguns... COE C&R or not...

Just one of the many reasons we moved back to Utah two years ago. I mean, why should a person have to be required to have a COE in the first place? After all, owning a firearm is a right not a privilege. Driving a car or going hunting or going fishing or building a home in a certain area, etc....things like that are privileges, not rights, thereby requiring permits. One shouldn't be required to have a permit in order to exercise a right. Just another little step California is taking to erode away the Second Amendment.

I sure don't mean to "rub salt in the wound," but a few months ago, I went into my LGS, gave the guy behind the counter my money, showed him my concealed carry permit, and walked out with a Ruger SR1911. The whole process took less than 15 minutes. What's not to like?

It's not CA that's the problem, it's the idiots in San Francisco, Los Angeles and San Diego. I've found dealings with the CA DOJ to be easy and informative.

Even so, what is this magical document that allows skipping the "one in 30 day" requirement? How do I get one? What criteria must I meet?

You have to apply for a Certificate of Eligibility with DOJ combined with a Curios and Relic (003 ffl) from the BATF.... This being said, in reality the law states an C/R allow one to bypass 30 day wait on new gun but don't think it works that way... I think it is limited to C/R handguns and long guns...

"I looked it up. It's a Certificate of Eligibility, meaning that they will clear you so you can reduce the waiting period to use your C&R license."

Thanks Oldfed. I swear this assuming everyone knows the acronym for everything about anything is hastening my demise. It's not just guns, it's every type of forum I haunt.

How's that for thread drift.

I have heard in the past, and from some family out in Commifornia, that the process for getting a CC or anything else gun related isn't as bad in the Northern part of the state. Maybe it's time for us to cut it in half, and add Puerto Rico so we can keep the stars even?

Waddaminut, am I reading this right? You need a seperate COE in Cali to use your federal C&R more than once in 30 days?
Do C&R firearms have to go through a 01 FFL and background checks, etc?

No, you're not reading it right at all. I did some more research and found out a lot.

If you have a C&R (03 FFL) and you have a COE, you are allowed to skip the state imposed limitation of one handgun in 30 days. In other words, you can buy two handguns on the same day. If you have a C&R, then C&R eligible firearms do not have to go through another FFL.

There is actually a proposal to cut California into 6 states. Even so, I just love it how those that don't live here think they can tell us what "should" happen. What happened to freedom? You complain about the laws in California and how it's not a "free" state, then turn right around and try to tell us what we should do. Hmmm, why trade one oppressor for another?

Yes maybe no....

The COE allows a 003 FFL C&R holder to purchase as many the handguns that are CR WITHOUT a 10 day background check - show COE walk out door. It might allow a C&R holder the ability to purchase a new roster approved handgun without the 30 day one gun per month delay but this is in question at the moment... New guns and and PPT not CR require 10 day wait by DOJ.. I know strange....

Rastoff, Not sure... Very confusing... Not sure the coe and cr eliminate the 30 day waiting period between new gun purchases. I hope you are correct.. However, I still think new guns require a 10 day waiting period...I believe even a private party transfer requires FFl 001.. Not clear...

Yes, the law is confusing. I believe that is intentional. Yes, you still have to wait ten days for guns that aren't C&R type guns. But, you could buy two at the same time which us normal people can't.

Don't take my word for it. Read it for yourself: Certificate of Eligibility - Calguns Foundation Wiki

California has a long history of ignoring Federal licenses for a lot of things. Ask any OTR trucker.

It's only been in the time I've lived here that CA got told to quit "fining" folk who moved from out of state for bringing their non-CA emissions cars.

In this respect California reminds me a France within the EU, they want all of the benefits but under their terms. How nice.
