Ya on real big guns you first inset the chosen projectile, then bags of powder. The breach is sealed by a hinged plug, with an interrupted screw.

The threads have a slots in male and female halves Once closed a partial turn of the breech block tightens and holds in it sealed in place. No casing is used.

Even when they are designated as a destructive devices, a $200 tax stamp and your good to go.

Heck, looking at world events today, as part of the well-regulated militia necessary to the security of a free state, then the arms we bear should include a Javelin and a Stinger missile. Or at least an RPG.
