S&W 4006TSW Pistols Without CHP Rail or Attached Rail?

I could use some help. I've run across a S&W Model 4006TSW .40 S&W pistol with the enhanced frame, spurless hammer, and ambidextrous decocker-only slide-mounted switch that does not remain in the 'safe' position. It has matching barrel, slide, and frame serial numbers that start with a "D", a loaded chamber indicator, and Novak white dot non-night sights. The straight grip has been painted light blue, like a training pistol, and the seller says it is a veteran CHP 'Simunition' training pistol. From what I can tell about the pistol, all that is consistent with the characteristics of the S&W 4006TSW custom builds for CHP's second 4006 contract, from 2006-2007.

However, it does not have a CHP serial number, and the serial number starts with a "VJH." The frame does not have a rail, neither an integral machined-in rail like the CHP contract pistols, nor a riveted-on rail like the civilian 4006TSWs. It also doesn't have the holes drilled for the riveted-on rail, and in that regard is like the original, non-railed 4006s.

What is this thing? I'd appreciate any help. I can't find a S&W cataloged version like it without any rail at all, or without the capacity to mount one of the black ones. I found an identical 4006TSW online, here, with very close "D" serialized frame, barrel, and slide, and the blue-painted grips: Smith & Wesson 4006 TSW .40 11+1 3 mags S&W USE... for sale

I found another with the same blue grip and a VJH serial number on Armslist, but had been taken down because of a scam. I found other examples of the "no-rail" configuration within a similar "D" number and/or VJH serial number range. Were these some kind of special, short run?

I was going to ask a similar question, as I just picked one up from a local pawn for $399. They said they had three, and I got the last one.

Mine also had the blue grip & is in the "D" code. I believe the CHP used these for simunitions training. That was mentioned from one of the on-line sellers that had these. The blue grip signifying a training gun. And mine had some signs of red paint in the interior mag well (probably from a sim. round). I believe they use a different barrel for the simunitions ammo, as my barrel looks new. Even has a polished feed ramp.

My guess is the CHP just started selling these off recently (the blue grip version).

I think these were pre-CHP serial number non rail guns converted for use with simunitions. Probably after the railed guns came in? There's a seller on GB (iBuyItRight) that sells both versions, although his no rail guns don't have blue grips. But are in the VJH serial number range.

I also ordered three 11 round mags from CDNN for mine. These mags only hold 10 rounds, which I think is due to the 2 extra coils on the springs compared to the other mag I have? Not sure if this was done to limit them to 10?
Edited to add: I was able to force an 11th round in these mags. I'm going to leave them loaded for a while to see if that helps compress the springs a little.

I shot mine today and it ran 100% with a few HST rounds and some old "Major" lead reloads I had from my competition days.

Here's mine. I added the Hogue, but I think it's too thick. I ordered an arched back strap factory grip off ebay. That's what I had on my old duty 5904, and didn't remember it being too big. Replacement straight back strap grips are still being made by S&W.

The California Highway Patrol adopted the Model 4006 almost immediately after it was announced and continued to do so until 2019, and only because S&W outright refused to produce any more of them.
As a result, the CHP has gone through multiple iterations of the 4006, ending with the special order 4006TSWs with an integrated rail, ergo it's possible that they still had some older Model 4006s in their armory which had been strictly relegated to the purpose of training since the manual of operation between them and the Standard Issue TSW Models was practically identical anyway.

So yeah, they're most likely legitimate California Highway Patrol 4006s which were simply leftover from an earlier issued production run which were still perfectly serviceable for training purposes, so that's what they were used for. Simple as that.

My opinion- they aren’t worth the asking price for the outside abuse most of them have taken, although the 40 barrels should be pristine cause they were probably reassembled and test fired only for sale.
My 2 cents only from personal experience.

Sounds like they have brand new barrels--and likely
brand new recoil springs, too.

Edit: Whoopsie, looks like they somehow manage to use the
OEM recoil spring, with the twinky barrel.

I’m not talking about the cycling of the sims. These guns were dropped, kicked around etc. Well I can’t speak for the other divisions of the department, but I know for a fact in my division depending on the scenario from T stops to active shooter the guns were beat.
