It's hard to believe there isn't some organization at some level that could intervene.Maybe the County isn't budgeted to handle something like this.

You are right on it. I spent fifty years in BrevardCounty and these folks would have been in trouble their. But Puntham County is a whole differant world. Smaller slower pace . But no laws on nuisance noise and they wont do anything about them being on chains.I even tried to call The A S P C A today. Thats the one every one sees on T V with animals that make you to cry. Well from what I can gather thats only for New York.So I have a question for them why do they the ads in Florida for. We all know that answer ??? Its $$$$$

Time will tell what happens to the remaining dog my neighbors have.The backyard is too small for a dog with that much energy.They don't take him to the local dog park for exercise.The dog just lost his best friend.
Don't know what I can do or say without being told to mind my own business.It isn't like they beat the dog where I could call the authorities.

I would contact the animal control people in your town or county and tell them that story; that was likely animal cruelty and they should be charged, their niceness notwithstanding. If they're dedicated they'll dig up the evidence. You may well save the other dog from suffering and death.
I lived in an apartment not long ago and we had a lot of young military couples and they all seemed to believe the first thing they should do is run out and buy a dog. It was almost always a horror story.
My immediate neighbor was a Marine and they bought a Golden. We could hear him (through the wall) kick the dog several times; they only make that yelp when they're scared and hurt. That dog lived in a kennel and saw sunlight for about 30 seconds in the morning when the wife let it out back (she stood inside and extended the leash out the door). The whole time she was angrily trying to hurry it along to finish its business. That would repeat in the evening when they came home, then back into the crate. My wife was shocked at how matted and thin the dog's tail was as Goldens usually have beautiful tails. She called animal control several times but there was nothing they could do based on 'hearing through the wall'.
A neighbor across from us was a Navy guy with a Philippino wife and they had several dogs and cats. Too many per the lease terms too so a couple had to go when they got caught. She ended up with some breed of tiny dog so he picked out something more manly. She didn't seem to appreciate his buying a dog and then going out to sea for months, and we saw her yank its leash hard, shouting angrily at it, and kick it in the ribs several times. I witnessed him yank back on the leash and kick that dog square in the jaw so hard I grabbed my jaw. We tried a dozen times or more to get it on video but were always too late.
There are people who should not have a dog, and some who should be arrested for even getting one.

The rescue agencies around here make it expensive and difficult to adopt a critter, stories like this make me see the advantage in this SOP.
In my opinion there are people that should never be allowed to have a pet, your neighbors are an example.

I've known more than a couple people who 'kept' their dogs, humanely and with a good measure of affection in this way. Outdoors. One lives in Texas, another in Virginia. Both are hunters, the dog is played with regularly outdoors, hunted, and thence lives a 'fulfilled' life.... I suppose..... although I cannot get my mind around it. The closer my dogs are to me, the better and more at peace I feel. I understand that many are bred with a job to do, and this is their paramount function of existence. But I am of the believe that ANY dog's PRIMARY function is companionship FIRST followed. Y whatever else they may have been bred for second. And I don't see much companionship in the practice of keeping the dog outdoors. Just my humble opinion.

My thoughts on how to deal with people who mistreat their animals is not appropriate to put on this forum.
A neighbor across the street, a single professional type who often works long hours, had a beautiful AKC registered Samoyed which she kept in the house. After a while, the dog became increasingly frustrated with the 10-14 stretches by itself and began to act out by chewing the furniture. The neighbor bought a 4 foot by 8 foot dog enclosure pen with a dog house and began to put the Samoyed in there while she was at work. The pen was behind the back porch and faced the garage where nobody could see the dog, and the dog could hear, but not see what was going on.
The dog barked and whined all day, every day when it was penned up. Some days she would leave at 6:30am and not come home until after 9PM. Dog barked the entire time. High pitched, squealing whining bark. The police wouldn't do anything because the dog had food, water and shelter. Finally, she was out planting flowers one day, ignoring the dog's constant racket. I walked over and began a conversation. Finally I said "Doesn't all that barking bother you?" She replied, yeah, a little, but she's my baby and I don't like to yell at her. I replied "Well, the poor dog barks like that for 10 to 12 hours straight every single day you're not home! Oh, and by the way it sure as heck bothers my wife and I." She gave me a "hrrrumpf" and walked away.
A couple more years of this went on until one day she came home and found the dog dead. She though someone had poisoned it because they were upset about the barking, so she has a necropsy performed. No foul play was found. When she told me the story one day ,I told her the poor dog probably died of a broken heart from being ignored all the time. She hasn't spoken to me since.

As social animals, dogs need interaction. Without that they act out, destroying things, barking etc.
Why is it that some who do own dogs don't get that. They make the dog a problem for others while they could give a damn

Yes; and a Peke is not, has never been, nor will be a working dog. The OP story is animal cruelty. To somehow say that in the same breath with that story...With respect, I'm not following your logic.

Even an animal being led to slaughter should be treated with respect & dignity. By not doing so just dehumanizes the person.

I just feel sad right now.In my opinion it was a lack of common sense which resulted in the neglect of the needs of their pets.
Some people just think "How hard can it be to raise a pet?" Other people think that dogs and cats are like goldfish.Just go out and get another one.
Any type animal or child abuse: let your fingers work the telephone dial !

I've concluded, after thinking about this sad story that these people are apathetic and ignorant, should have been reported, spent a couple of nights outdoors in the cold and have their dogs placed with a family that cared for them.

Dogs need proper shelter. Many places require a maintained dog house. Even in a garage, a dog needs an enclosed area when it gets cold, unless it's an arctic breed. Neglect is illegal.
My first digs were kennel dogs with insulated houses. Then an insulated house with a heat source. Now, being the cruel person I am, the dog has to sleep in his own bed. If we have company overnight, the dog has to sleep on a mat as the guest gets his bed.
