What Are These Tower Structures?

I've been watching true crime shows from the Discovery Channel. Each show covers a murder in a particular town in the US, and usually comments that it didn't usually happen in this town where crime was very low, people leave their doors unlocked etc.

The camera gives like a panoramic view of the location and there's usually this tower structure with the name of the town printed on it, sorta like a water tower or something, about 60 feet high? Can anyone tell me what these are? Just curious. Cheers.

If every town has one, it almost has to be water towers.
We don't have any here. We got elevation difference,
You pump it mostly out of the ground.
Then you pump it up hill.
Then you store it in big tanks. Some are buried.
When you need it, it runs downhill to your house.
 
We have town names on all of ours and some also have the high school football team logo/mascot
 
Many years ago the name was put on there to help pilots. This was before radar, radio, etc. Also if you are driving in a new area, it can be helpful.

Yep, that makes sense; think it did cross my mind something to do with pilots.
 
They're a clever ruse sold to towns by appealing to their civic pride.

They're actually federal spy units, keeping track of every citizen.

The NSA is everywhere.

Where the towers don't exist, check under your bed for fuzz balls which are actually listening devices.
