When the 2nd Amendment took a Holiday

I saw this quite some time back. Made my blood boil, to think that a brother officer would even consider something like this. An unlawful order is just that.

Now with that said when is the Constitution of no good what so ever? When is the 2nd Amendment not to be obeyed? How easy is it to not have any rights at ALL?
