Military types use what are called “anchoring” shots, making sure the dead bad guys stayed dead. Worst thing that can happen is have a bad guy you thought was dead, pop up unexpectedly behind you, so each good guy has an equal responsibility in clearing a room, that the bad guys stay dead.

to his mother he was "a nice kid, not a delinquent" yet in an earlier arrest of his she said he had held a gun to her head and threatened to kill her, the cops tazed him that time.
When I heard about this I thought "this guy has got to be a Haitian", sure enough he was.
