ATFE ban on bullets

It seems I read somewhere that the ATF wants to classify all monolithic (is this the correct word for all one metal?) bullets as being armor piercing. Did I read that correctly or is my memory going away? Is it, perhaps, that the ATF definition of armor piercing includes all monolithic bullets.

It would seem if that is true then they would make the new all copper bullets illegal because they would be classified armor piercing. I hope I'm very badly mistaken?

I hope you can find that reference. Monolithic, to me, means uniform, pure, solid, etc. A lead bullet is monolithic, but it certainly is not armor piercing.

federal law imposed in 1986 prohibits the manufacture, importation, and sale by licensed manufacturers or importers, but not possession, of “a projectile or projectile core which may be used in a handgun and which is constructed entirely . . . from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium.”
