The situation in this state is ridiculous. Baltimore has about 9.5% of the state's population, but accounts for 58% of the state's homicides.
When I was a kid, growing up in Baltimore, it was just a nice, normal American city, with almost 1,000,000 citizens, a vibrant downtown shopping district, and beautiful architecture and monuments. You could go anywhere in Baltimore, just about any time of day, and if you didn't go looking for trouble, you'd be fine.
Now there are about 570,000 residents in Baltimore, and it's a dump. Those formerly beautiful residential blocks look like downtown Berlin in the summer of '45. Criminals control the city's streets, and do whatever they want without fear of consequence. Local and state elected officials know what the problem is, but since it's the elephant in the room that can't be mentioned, their stock answer to rising crime is always more gun laws.
Somebody quipped that Baltimore is like Gotham City without Batman, and while that provokes a chuckle, it's sadly true...
