Oregon Ballot measure 114 effective date

Sounds like a good time for some civil disobedience.

If 29 counties say we won't enforce this, what are the 7 going to do?

Those counties might want to get current with the 'writ of mandamus.' We had a NM county commission that clearly was not, and they got their illusions of invulnerability shattered rather quickly. They wisely decided to fulfill their legal obligation rather than experience immediate removal from office.

That may not be as applicable here as in the NM case. Mandamus is an extraordinary remedy, which should only be used in exceptional circumstances of peculiar emergency or public importance. Don't see that here. It's not an emergency and not of particular importance outside of Portland. ;)
