in the 2000's I built a data center that once completed was turned over to the DOD, it's purpose to screen/intercept all cell phone calls within the US using the SS7 signal carrier (embedded in every cell phone call). Millions of calls a second being run through computer banks looking for 'trigger' words and phrases that if identified go into que for review by the console screeners. Which is why burner phones are the standard for illicit acitivity, no way to trace an owner. As long as they are turned on, however, th ey can be easily and immediately position tracked.
