WWII sword refurbishing services?

I have a friend who is looking to have his grandfather's WWII Navy sword refurbished. Primarily repair/replace leather and tassel.

Does anyone have recommendations for people/companies that provide that service?

In greater DC area is ideal but he's willing to ship.

My free useless advice is to leave it alone. It's only original once. Once restored the original character is gone forever. That said awesome that he has it and appreciates it
 
If the sword really needs restored or you need someone to tell you whether you should or not restore it Goggle "The Ohio Valley Military Society, Inc". Every year they have a show that attracts people from all over the world(MAX Show that was cancelled in 2020).There are experts from all segments of military collectables.I am sure someone will point you or your friend in the right direction.
 
For the tassel he might check with the Navy Exchange uniform shop at the Navy Yard in DC. Given the location it should have all of the bells and whistles for an officers full dress uniform. A recent change in rules now allows all veterans to shop online at the military exchange system.
